Yes he can as long as it is a team event--- That is why teams have Co- Captains in team events--- The 3rd party I think you are talking about can not give direct advice to a competetor but can give info to the captain and he if he or she chooses can pass it on

I'm thinking that a third party (not a member of either team) actually could give advice.  Spectators do it all the time.  I would think that competition rules would prohibit team members from giving advice to other players, unless they're partners in a foursome of fourball match.  As Big Stu said, a team member could have a discussion with the team captain, who could then pass advice to a  player.
