Yes, I agree it can be done, I've done it. It depends on the diameter thickness of the graphite tip. Definitely weakening the tip. If you are a player that typically slams the clubs into the turf after a missed shot, you could break the shaft right at the hosel area. But performance wise, most would not see a difference. Altering the hosel, sounds tricky, i have not tried.
