I think I read somewhere that it's UST and possibly Adila, not 100% though.

The tour shafts are made by UST. They are based off the Chrome Elements shaft but they are a bit softer. I think they are supposed to have the same stiffness profile, but if the Chrome Elements F4 plays like a S+, then the Ping shaft will be more like a S.

 

Someone from a different forum called Ping or UST and asked.

The Alta and Tour offerings for the G400 felt really soft in the mid and tip sections to me
