Am I missing something? I am all for diversity in the game but this is the US Amateur so why isn't the USGA limiting this to US born players. Womens golf is already dominated by foreign players. Can US players participate in other countries amateur championships? I have no knowledge of the rules or anything? Also they may actually be US players and just put country down for their own reasons. When you sign up you just put what you want. 2017 British Am was South African and Australian in the final. I would assume this is where the game is at its biggest level, so people from all over want to compete with the best field they can.
