From where you are located I would suggest Myrtle Beach. Plenty of package deals and over 100 courses in the area. Just Google "Myrtle Beach Golf packages". You will find quite a few providers. I do a trip there every couple of years. I'll play two average courses 3.5 to 4.0 star rated courses to warm up and then two 4.5 star courses. (18 holes a day). 

Some throw in free lunch or free afternoon replay rounds. Tee time prices vary so you can save money by picking an early or late time. Between 9 am and 1 pm are the peak rates.

^^ Agree for Myrtle Beach.  I've been twice, but I would go much more often except for the long haul from the west coast.  Pick a good time of the year.  One of my trips was in August for a buddies birthday; played 10 courses in 6 days, but it rained every day.  My first trip to Myrtle was on Halloween and it was gorgeous for the 6 days I was there.  

I would ask someone like @BIG STU who lives in the area for best times of the year.

Where's a great place to take a golf vacation that won't break the bank?
Define inexpensive. That's relative the trip i take every year is usually around $7-900 and fantastic less known courses and 200ish holes of golf but it's driving 10 hrs and cheap hotels. What are your priority and expectations?

Well we are going to have to wait until this virus thing has ran this course. Right now due to the Governor's order all motels and resorts are closed and reservations cancelled. In fact the Founders Group with 20 courses has shut down 6 of their courses for the duration of the virus. They depend on Motel and Resort package play and needless to say they are hurting. They have frankly pissed off all the locals like me and we do not patronize them.  The courses that leaned towards local members and local membership packages are surviving. What has hurt my course is the fact the Snowbirds from Canada went home early and the bar and grill are closed down. Also a lot of our members are in the over 70 group and are staying in due to health concerns. We have had some walk on play with younger folks due to schools being shut down which is a good thing.

Indigo Creek in Murrells Inlet--- Right now it is not in top notch shape but improving-- I like it because of the atmosphere and people and also it is an old school type course and for me I can play vintage golf or modern golf on it.

If you are willing to travel down to Alabama, make a trip and go to 3-4 of the RTJ courses down here and then sneak in a round at Farmlinks right in the heart of Alabama or go up to Huntsville and play the Ledges Golf Club.

If you are willing to travel even further down to the beach. Gulf shores in Alabama has 3 great courses at Craft Farms, Kiva Dunes, and the Peninsula.

Depending on if you are into tossing some money around, Biloxi MS actually has 3 great courses that can be paired with casinos. The Preserve, the Grand Bear, and Fallen Oak golf club.

We go to Myrtle every year. For around $450 we stay 4 nights and play 4 rounds. Trip is called the Elvis invitational and we have gone the last 17 years. We usually have 12 guys and go the last weekend in April. Had to cancel this year, we might try to go later in the year. It’s such a great deal.

My buddy set up 12 of to go play here. We Stayed 2 nights played 4 rounds of golf and it was about $400 or less. Great for a first buddy golf trip. I think they have like 5 courses.  https://santeecoopergolf.com

Granted you won't find as many nice courses in proximity of each other as there are in Myrtle Beach, there are quite a few nice courses in the Mississippi/Alabama/Georgia corridor that can be played fairly inexpensively.  The RTJ golf trail offers a lot of nice courses to play in Alabama.  Birmingham has several nice courses.  Mississippi has Dancing Rabbit/Old Waverly.  Georgia has Cuscawilla (not cheap), UGA's course, etc, but it will get more expensive down by Savannah.

I think Grand Rapids, MI is a great option. Interesting city with a number of fantastic breweries. Minor league sports. And some very reasonable golf courses. Pilgrims Run, Stoatin Brae, The Mines, and Diamond Springs are all nice.

I'd recommend looking into St. George's, Utah. It's an up and coming golf location in southwest Utah. A lot like Scottsdale but a quarter of the price.

You can fly into Vegas, play Wolf Creek, then drive another hour to St. Georges and stay and play for a few days. With flights being so cheap, you can probably do this trip for under $1000 per person for a 4 day trip including food and lodging.

Just joined and saw this, realize its 4 months old.  But in the future inexpensive(stayed a few years ago 4 nights 7 rounds 4-600 dollars), and not to busy Santee SC.  Not a lot of amenities (restaurants, nightlife).  Have 4 person condos to rent right on two of the courses, and 3 courses Santee National, Santee Cooper, and Lake Marion are all within 5 minutes of each other.  Many others 15-20 minute drive away.  Courses are nice & last time I was there personal coolers(and their contents) were not an issue.

I would suggest Crossville, TN Fairfield Glades area.  Good courses reasonable .  I have a group that has ranged from 12-20 going down there for 20 years.Folks at TN Mountain golf do a great job

Play Tobacco Road, Mid-Pines, and Southern Pines in the Pinehurst NC area.  All three are excellent, and you won't spend more than 700 on golf and lodging last time I checked.

one hour north of Tampa Fl, are the World Woods courses, Pine Barrens and Rolling Oaks.  Highly rated great courses that outside of January through March are incredibly cheap to play.   great practice facilities too.  just had a buddy buy a condo in the area.  hope to visit him each year to play these courses

That’s just 45 minutes from me.....great courses, great rates, tried to do a Buddy trip there but lodging was the issue....maybe someday.

I've been going on group trips to Myrtle for about a decade.  Even started organizing another trip myself.  If there is a better value, I'd be shocked.  One of my groups drives mostly from the DC area, and the other flies from WV, KY, so I imagine it would work for you as well.

I concur that the Pinehurst area off the resort can be played without the need for a 2nd mortgage.    Pine Needles, Mid Pines, Talamore, Mid South, and the incredible Tobacco Road are all right there.

Before my wife and I relocated about 15 years ago, some friends and I made this trip every spring. Incredible bang for the buck. Very good golf, inexpensive accommodations, whether it's AirBnB or hotel. Some pretty solid local food options as well. Don't sleep on Santee. Give it a solid look.

Pinehurst can also be done in a very cost effective way as well. I'd put Longleaf up against anything I have ever played anywhere. For less than $60 after lunch, it's a steal. Longleaf is obviously not #2, #4, Mid Pines or Pine Needles, but it's exceptional. Hyland, Whispering Pines and Foxfire are a lot of fun to play. The new owners of Whispering Woods are turning that place into something that should be experienced. I played it several years ago and hadn't given it a second thought until this spring. Someone I value the opinion of quite highly told me to be sure to play it before leaving town. We were pleasantly surprised at what we found. The new owners should be commended. I'm not a big fan of Talamore but most people love it. And of course, Tobacco Road is just up the highway.

Some may disagree with this but I’ve found that Biloxi MS can be done on a budget with quality courses. Stay either nearby or find a casino deal. Go in the summer (yes it will be hot and humid). For $125 you can play unlimited at the preserve golf club one day and it includes a meal. Then do a twilight or 2 rounds at Grand Bear which wouldn’t break the bank either. If you have any money left over, the casinos will gladly take it. The casino food and buffets are actually reasonable compared to other resorts and casinos.
