Getting a used set can be a good option to get better equipment at a similar price to new inferior equipment. 

The problem is knowing that what you're buying could be setup for someone that isn't like you - this means that even if the equipment you bought is better, if it doesn't fit - you won't do well with it regardless. 

You want the shaft weight, length, and flex to be close to what you need. Loft and lie is adjustable on many clubs that are of good quality, so that is less of a concern. 

Once you buy used clubs, get new grips and have the loft/lie checked and adjusted to what will work for you. 

If you can, try them before you buy or make sure there is a favorable return policy. 

Golf is simple - people are complicated.
