Online Im finding muddy info so maybe someone here can help.

Is the F9 considered a  low, mid, or high slin driver? Or is it based off of loft and their weight distribution design?

I believe the 9 degree head was slightly different (lower spin) than the 10.5 and 12. Cobra's angle was to swap the heavy weight into the front for lower spin, back for higher spin and more forgiveness. I think it is safe to assume it is mid spin, could always check the spin results from the Most Wanted testing in 2019 and see how it compared to the rest of the field...

I'm gaming a 10.5 deg F9, and I wouldn't call it a high spin head. I'm not a high spin player to begin with, but I don't think the F9 head is a high spinning driver, just a very solid stick. I have several shafts for it, and I bought a weight kit as well as several other weights that weren't in the kit. Right now I have a 16g weight in the back, and a 4g weight in the front. I play my drivers at 44", so they're pretty short relative to standard. But I'm shorter than average with short arms, so 44" works for me, and the weights get the swingweight back up where I like it. The F9 is a great club and I'm very happy with it.
