Played several tournaments in Florida as part of the Navy. I was a USGA three handicap leaving Florida. Played in the tournament at NAS Brunswick Maine, straight up 62 for 4 days. Won that one, getting two strokes a day. Folks cried foul and I don't blame them. But the moose tracks on the Green probably aren't part of the USGA handicap system. My son is a Navy Vet I've certainly seen sandbaggers in my day but I've also played enough golf to know that anything can and will happen once. It's when it happens more than once that my eyebrows rise.
