Both player's drives came to rest in the designated fan crossing area. Announcers didn't go into any detail, but both were granted relief even though they were in the fairway. Can someone please explain? There isn’t a specific rule that covers spectator crosswalks. An Abnormal Ground Condition is one of 4 specific defined areas: Animal Hole, Temporary Water, Immoveable Obstruction, or Ground Under Repair. The first three are defined based on characteristics, and do not need the Committee to further define them. GUR consists of areas defined by the Committee as GUR, as well as a few other areas that are always GUR. I'm pretty sure those crosswalks are defined by the Committee as GUR. Absolutely correct, your Reference Point for Relief is the Nearest Point of Complete Relief.
