    So if your 1st putt rolls off the green, through the fringe, and back onto the fairway.....is the 2nd putt to get back on the green still counted as a putt???

      No not technically. That's part of the reason why every time there is a new "lowest putts" record in a PGA even it always comes with a ton of approach shots just in the fringe or fairway that are putted but not putts, if you catch my drift.
