In a nutshell, it looks to offer the top 15 college players opportunities to gain tour experience as amateurs. The article makes it sound like a win win for the KF Tour as well as the player and college DIV 1 golf in general. A good way to retain top talent until that talent matures for the regular PGA Tour. But honestly I think it improves the quality of the KF Tour up front or maybe guarantees a steady progressive build up of young talent fielded each year in its events.
