In the red penalty area, there are staked trees, of which the ball came up to rest against… can you take relief in a red penalty area? If so where? Rule 16.1a(2) says you do NOT get relief for IOs when your ball is in a Penalty Area. Its possible your Committee defines staked tree as No Play Zones, in which case you might get free relief but must remain within the Penalty Area, see 17.1e.
