I jumped on one of my favorite sites to browse pre-owned equipment and spent 15 minutes putting together an imaginary set. 

No real strict criteria. My thought process was create a set that was playable for an average athletic right handed person to step into and get a feel for the game, giving priority to clubs I have confidence in whether from past experience or the grapevine, but also trying to have the lowest total amount at checkout. I only looked at pre-owned.

Here is what is in RockBottomGolf's inventory I would put together.

That's a HELL of a set. I'd bee concerned about there only being a 58° (maybe add in a 52?), But otherwise this would be an incredible set. Might have to join the fun with this exercise.

Not bad. Personally, I always like to compare adding Maltby clubs to a set versus used. You could put together a whole new Maltby set for less than this used set if you content with midweight stock shafts they include in their club paks. If you go full custom shafts or use some of their premium paks, you'd probably be a little higher than this used set. 

All-in-all, I think this would be a good used set. I personally think the wedges are a little pricey and the Adams 3 wood is a little too expensive but that's splitting hairs.

Update to this, I thought some more and the irons are really all anyone needs to go enjoy a par 3, along with a hand me down putter.

These are the irons my dad was fitted into about 3 years ago when he turned 70 and got himself fitted for his birthday. I'm 41 with 15 mph more swing speed and I like hitting his with senior graphite shafts in them. I bet anyone would enjoy these with steelfibers.
