A lot of the time you can tell the difference, but usually it's a minor scuff. Of course, I suppose if I lost golf balls all the time I might feel differently. I usually end up emptying my bag of all the balls I find several times each season. They have not been painted or recovered, just cleaned. They are the same balls and with the 5A you would never know the difference between a new ball other than logos and the occasional pen mark. For years my parents would get me a hundred ball box of ProV1X's for Christmas. They'd last me all year. I do agree with WD, never buy anything less than 5A. The last research I found says it takes, on average, something like 4 years for a ball submerged in a pond (at least the more modern versions) to see any real damage other than discoloration. Urethane or any of the other compounds in the modern ball do not absorb water, so they don't get "water logged" as some like to say. I just don't care for the logo balls. Also, with balls like the Lethal and FG Tour X available now for about $1.60/ball new...well. Not knocking the 5A balls from LGB, though. They are a great deal and aside from the logos I could rarely tell that they were used.
