You don't pay the USGA directly.  You can generally sign up for an official USGA handicap through your local golf course, just ask.  I see you're in Virginia, you can sign up for a "virtual" golf club through the Virginia State Golf Association.  There some good information here:

FAQ question number one provides a link to the VGA manual which explains the handicapping system: https://vgagolf.org/faq/     Per the referenced document the VGA uses their own and does not use a USGA handicap.   When you signup for the tournaments you can ask how they establish initial handicap for the event since you haven’t played the minimum 3 events.

Could you maybe get a rental car? I know the train is way easier in the European countries cause no traffic and you can just sit and take a nap if you wanted. Plus it is quicker. while I was in Germany for 7 months I drove everywhere. But I also didn't have to pay for the fuel either.

Well since it’s about time for me to go to bed, cause 5 comes a lot earlier when you have work in the morning. That lead me to ponder something. What happened to the “Ask Mygolfspy” articles. It was like a Friday thing then they were gone. Any idea of those are going to come back?

As a Packers fan, I would normally root for the team that beat us to win the Super bowl to say we lost to the champions. I can not in good faith do that this year. I'm jumping on that Detroit Bandwagon now.

Strikes for the train service in Germany so now scrambling to find other options to get to Belgium tomorrow... Not the start I wanted. Oh and construction on the way to work so a normal 14 minute drive is taking 45 plus...
