Hosel Location & Style - Impact on putting stroke?

So I've wondered, how does the hosel style affect the putting stroke. Is it preference or does it have a real impact on how the putter performs?

From what I have been taught yes; location and style impact how the putter rotates during the stroke as well as visual perception.    For some, it is just a preference.  

Driver:  :ping-small: G400 Max 9* w/ KBS Tour Driven
