Help with Gambling Scenario

Help me settle something with some friends. Three golfers are playing skins. Here are their handicaps:

Golfer A: 12

Golfer B: 15

Golfer C: 18

On the 4th-hardest hole on the course, Golfer A shoots bogey; Golfer B shoots bogey; Golfer C shoots bogey. 

In this scenario, shouldn't the hole push? Because while Golfer A is giving Golfer C a stroke on this hole, Golfer B shouldn't because they should only be giving C three strokes for the round. So shouldn't B and C tie for the hole, even though C beat A?

Or is this wrong? I feel like if it didn't work this way, it'd be punitive to B for no reason. But you all tell me — I'm newer to golf and gambling on golf.

I guess it would depend on how you look at it. 

If you are going based on handicap, each player would have gotten a stroke on the 4th hardest. Golfer C would only get strokes on 16-18 handicap holes.

They way my group typically plays it is, for the purpose of gambling, a gets zero, b gets 3 and c gets 6. Once you dot up the score card with who’s popping on what holes if anyone pushes its a push for the group. We are probably playing wrong but that’s what my group has agreed on.

I’m with @BoxedFranzen.   Player A gets no strokes for the round, player B gets 3 and player C gets 6.   So on the 4th hardest where everyone bogeys the hole player C has lowest net with a par.

I always thought the way the handicap came into play was you get a shot on every hole rated your handicap or less. 

So in this example: 

Golfer A - 12, gets a shot on holes rated 1-12; 

Golfer B - 15 gets a shot on holes rated 1-15;

Golfer C - 18 get a shot on all the holes.

So for the hole rated the 4th hardest, they all get a shot so the score would be even.

That is typically for stroke play.  Match play/skins gets done a little different.   you adjust so the lowest handicap plays off a zero and not 12 and then subtract 12 from all the other players.

In a skins game, each hole is worth a "skin," and the player with the lowest net score on a hole wins the skin. If there's a tie, the skin carries over to the next hole.

Depends on whether it’s stroke play, match play or stableford. 

Matchplay uses a different set of holes to the standard index. In Australia, the matchplay index is based on Hole Index. 1. 18. 10. 5. 2. 8. 11. 11. 3. 12. 12. 2. 4. 3. 13. 15. 5. 14. 14. 7. 6. 6. 15. 13. Not sure what the US is, but typically if you use the method, the lowest handicap plays off scratch. 

For stroke play, it would be based on handicap and strokes given

For stableford it would be based on points.
