Overall, I think it was a good move, but there will still be instances where a decision will have to be made whether the player accidentally caused the ball to move or it moved by an outside force.  So now the decision will have to be put it back with no penalty or play it as it lies.  As a game of honor, the golfer should know which is which, and the markers can concur or not.  There should be no need for a rules official to be called in, unless there is a disagreement.

Smart isn't normally the MO of a governing body but there's been exceptions.
