I can barely speak one language but from what I know of friends of mine who speak multiple languages, they say it's easier to pick up on understanding what someone is saying versus being able to answer in that language. When trying to speak the a non-native language, you're also trying to figure out how to put those words together in a grammatically correct manner. That happened to me when I first started traveling to Germany for business - initially I could make out some words and gradually built up my inventory - but it took almost several years before I was confident in conversational German. From what I read online, he chooses not to speak English in formal settings... 1) to avoid embarrassing himself (or reflect poorly on a sponsor) should he misunderstand a reporter, 2) his accent is pretty strong so a little hard to understand, and 3) it slows down US reporters from hounding him (like Japanese media already does). Sounds reasonable for a non-native English speaker, especially 3).
