Bend it or replace it?

I have a utility 4 iron that is 23* that I will usually pull if hitting 215-230. I have found that sometimes it will balloon in the air (too spinny?) and I will not hit it past 200. Should I get my current utility bent a bit stronger or just look to purchase a 2-3 utility iron?

Based on what you say above, my opinion is neither.  My reasoning is that you have a club that you currently hit in the desired 215-230 range and sometimes you make a bad swing and it only goes 200.    If you bend it stronger or get a less lofted utility then your miss hit will potentially go farther as will your good strikes so you have created a gap that you previously had covered.   I'd suggest looking into why you hit the club poorly and see if you can fix that problem.    How often do you hit it well and how often do you get the balloon shot?

You need to look at your swing when it gets spinny. The likelihood is that you are causing that with how you deliver the club compared to your normal 215-230 swing

So I hit this club pretty consistently well actually. It is the length of my normal 5 iron with a graphite x-stiff shaft. I have all the confidence in the world with it but have noticed that it has started to as I mentioned "balloon" and not go as far. The reason I think I could replace/bend it stronger is that my normal 4 iron is also 23* and it can hit is 220 if I hit it well (not as consistent as this).

If it is something that has just started to happen it could be that you need to check the loft.   Clubs can bend out of spec from use.
