8 out of 20 rounds

Hi everyone and thank you for any replies in advance. We run a golf league out of Pakistan and recently there has been confusion on specifically what is the definition of a Differential. In calculating your handicap the rules state you must average "the best 8 Score Differentials™ out of your most recent 20 scores."

My question is that we have a lot of members who only play 9 holes. So would they have to play 40 9-hole rounds to be considered as 20 18-hole rounds for differential calculations?

I have seen different golf organizations say different things.

• you should combine 2 9 hole rounds into 18 
• allocate a net par for every hole, plus one extra shot, to make 18 holes.

if they don't have that many rounds then:

By submitting scores of 3 x 18 holes, 6 x 9 holes or a combination of both. Revisions take place daily, so once you’ve submitted scorecards totalling 54 holes or more, an initial handicap index will be awarded and based on an adjusted average relative to the number of scores that have been submitted. This will continue until a fully-developed handicap with 20 scores on record is achieved.
