If you have enough money in your budget, try Grayson or BYLT (look for sale items or discontinued colors to get better deals from these companies).

I have a couple of quarter-zip windshirts, from the Golfer's Journal site, with pockets.

None of this stuff is inexpensive, but its really well made.  These are single-ply, so not really "warm", but the perfect outer layer to cut wind.  On slightly warmer days, its perfect over a short-sleeve golf shirt, on cooler days it increases the effectiveness of a sweater.  AND they have pockets.  And if you're a subscriber to the magazine, you get 20% off.

Peter Millar has a quarter zip rainshell that with side pockets that I’ve been eyeing. It’s not cheap, but nothing from Peter Millar is.

Funny enough currently wearing an older model Adidas that has the side pockets. This a bit heavier one, as others mentioned, but some of theirs are still made with pockets.

The Golfer's Journal gear I mentioned is made by Linksoul.  I looked very quickly at the Linksoul site and didn't see them, but I could easily have overlooked something.

I have a couple of Zero Restriction WindStopper 1/4 zip windshirts that vary in heaviness that have side pockets.  The WindStopper Gortex lining helps a lot.  The lighter weight windshirt is a M3 model.  They also have heavier weight fleece Windstopper pullovers that are very warm.

New, they can be pretty expensive, but I've had great luck picking up Zero Restriction items on eBay for about half your target price in very good condition.

I bought one at our pro shop with our course logo.  Ouray... 52%cotton/48% polyester.  Love the pockets; put the air-activated chemical heaters in them for our chilly mornings.

Callaways still have side pockets. In my opinion, they are the perfect weight 1/4 zip. I usually keep an eye out at Sam's club for them. They typically have them every year around late summer/early fall and usually are around $30.

My wife found me a quarter zip Peter Millar at TJ Maxx.  You might want to look there.  RLX Makes nice performance wear, that often goes on sale.
