Immoveable obstructions -rake holders

Seeking feedback, opinions, clarity.

At our course, rake holders outside bunkers are IMMOVEABLE obstructions in terms of our Local rules. If the rake holder interferes with stance or swing then the player receives free relief in terms of Rule 16.

However, if it doesn't interfere with stance or swing BUT is on "line of sight", then NO relief and the holder cannot be moved (relocated). However, I have seen many players swing the holder around 90 degrees without relocating the obstruction to eliminate it from "line of sight". 

IS THIS ALLOWED? What is the full definition of IMMOVEABLE?

I'd normally refer you to the Definitions in the Rules of Golf, but they don't seem to apply directly to this situation.  Generally, a Moveable part of an Immoveable Obstruction (such as a gate in a fence) can be treated as a Moveable Obstruction, i.e. you are allowed to move it.  But this sounds like the entire Obstruction can be rotated in place.  As such, your Committee should make it clear that you are (or are not) allowed to rotate the rake holder in place.  

Personally, I don't think I've ever seen a rake holder, just rakes left on the ground.  Any chance you can post a photo?
