Need Help Identifying - Possibly Vintage?

I inherited an old set of golf clubs from my wife's grandfather and this was in the bag. It's marked as a putter but I have no idea what it is. Any thoughts spies?

The rest of the bag are wide-sole Dunlop Maxfli irons and some off brand woods. The neat thing the vintage Arnold Palmer bag.

It is very interesting that the hosel does not have whipping on it. It’s a cool looking putter. What does the shaft band say?

That's a very cool looking bag of clubs! It had me going down a Google rabbit hole looking to see if I could find a putter like that. Hopefully someone can give you some information on it.
